Testing Service for On-Board /Commissioned Equipment/ Instrument related to Plant

Scope of work

Carry out corrosive tests of various Mild Steel structures of the Coal Handling Plant (CHP) of Ukai TPS CHPM per Schedule B and ATC scope. Testing must be conducted on-site at Ukai TPS premise. Lab must hold required accreditations per ATC. Test reports to be submitted as per specified format. Contract period: 11 months with option for buyer to vary quantity/duration/scope up to 25%.

Eligibility criteria

• Minimum Average Annual Turnover: INR 3 Lakh for 3 financial years (documentary evidence: certified audited balance sheets or CA certificate required)
• Must comply with all Additional Terms and Conditions (ATC) specified by buyer
• Experience criteria as per ATC
• Bidders from countries sharing land border with India must be registered with Competent Authority per GeM GTC Clause 26
• Must ensure full compliance with applicable labour laws (Wages Code 2019, Industrial Relations Code 2020, Occupational Safety Code 2020, Social Security Code 2020)

• Audited Balance Sheets or CA/Cost Accountant certificate for last 3 financial years
• Experience documentation per ATC
• Lab accreditation documents per Schedule B and ATC scope
• Exemption supporting documents (if seeking relief from Experience/Turnover criteria)
• MSE eligibility documentation (if claiming MSE purchase preference)
• Price breakup in Excel format and as per buyer-provided bifurcation format
• Compliance undertaking for border-country bidders (if applicable)

How this tender is evaluated

Total value wise evaluation using reverse auction with H1 (highest bid) elimination. MSE Purchase Preference: MSE service providers quoting within L1+20% price margin eligible for up to 100% of contract quantity. In case of multiple L1 bidders, selection via Random Algorithm by GeM system.
